Tough slog for Canada to change OAS

Foreign Minister John Baird used the General Assembly of the Organization of American States last week to call for reforms to the organization, laying a diplomatic veneer over concerns raised in government documents that the OAS is hamstrung and divided.  

Mr. Baird said, in his June 4 address to the OAS General Assembly, “the OAS is at its best when it is not simply a good excuse for us to debate our latest bilateral issues with each other. It is at its very best when it acts as a platform for us to come together to advance regional issues and shared values.”
